§ 34-62. Penalties.

(a)

Failure to obtain permit. It shall be unlawful to construct or operate any new system or any new well or spring in any existing system without first obtaining from the city the permit required by this ordinance. The failure to obtain such permit prior to construction and/or operation shall be punishable as provided in section 1-12

(b)

Nuisance abatement. The construction and/or operation of any such system, well, or spring is hereby declared to be contrary to public health, welfare, and safety and a nuisance subject to abatement by the city.
