§ 50-33. Charges for collection and disposal.

  • (a)

    Determination of monthly charges. Monthly charges for collection and disposal of solid waste in the city shall be as determined from time to time by the mayor and council.

    (b)

    Volume survey. For the purpose of determining the initial classification of establishments as to volumes of waste generated, the head of the department of streets and sanitation may make a volume survey of all establishments in the city to be served by public collection facilities. Said department head shall observe each establishment for a period not less than one week and the result of such survey and the classification established thereby shall be given in writing to each establishment and subject to the final approval of the mayor and council. Similar surveys shall be made semiannually to determine whether changes should be made in classification and upon request of the owner of any establishment who feels his establishment is in an improper category, provided not more than two such surveys per year may be so requested.

    (c)

    When charges due. Charges for solid waste collection and disposal service shall become due on the date specified by the mayor and council and shall be payable by the owner or occupant at the office of the city clerk. Bills for the city garbage service shall be rendered along with the bills for other utility services as set out in section 66-10 of this Code and failure to make timely payment shall result in the penalties or termination or both as set out in that section. If garbage service is terminated, the polycart shall be picked up by the city and the owner or occupant shall purchase a polycart from the city if his service is continued in the future.
